Steps

  1. Activate up to two lands by tapping them, adding at least {1}{U}.
  2. Cast Illusionist's Stratagem by paying {3}{U}, blinking Eternal Witness and Cloud of Faeries and causing you to draw a card.
  3. When Eternal Witness and Cloud of Faeries enter the battlefield, their abilities trigger twice each.
  4. Resolve the first Eternal Witness trigger, returning Illusionist's Stratagem from your graveyard to your hand.
  5. Resolve the second Eternal Witness trigger, returning any other instant or sorcery card from your graveyard to your hand.
  6. Resolve the first Cloud of Faeries trigger, untapping up to two lands.
  7. Activate up to two lands by tapping them, adding at least {1}{U}.

Variations

Cheaper, tighter, alternate lines

Without Panharmonicon, Cloud of Faeries only untaps two lands once, which doesn't cover the 4-mana cost of Stratagem — the enchantment is load-bearing, not optional. Deadeye Navigator can replace Illusionist's Stratagem as the blink engine if a soulbond target is available, though it demands blue mana per activation rather than offering storm count. Once the loop runs, any instant or sorcery in the deck can be recovered for a one-shot kill — Thassa's Oracle is the clean closer in Simic.
