Panharmonicon doubles the enters-the-battlefield triggers on both Eternal Witness and Cloud of Faeries, so each Ghostly Flicker cast returns itself to hand via the first Witness trigger and banks a free graveyard fetch on the second, while the doubled Cloud of Faeries triggers untap enough lands to recast the Flicker and net mana. The shell is Simic goodstuff — Kruphix, God of Horizons or Rashmi, Eternities Crafter as commander both love the redundant value each loop generates.

Variations
Cheaper, tighter, alternate lines
Peregrine Drake replaces Cloud of Faeries as the untap engine with zero dependency on land count, producing more mana per loop at the cost of a higher casting price. Once the loop is running, Thassa's Oracle or a large Stroke of Genius closes the game — the engine floods hand and mana, but the combo itself has no built-in kill.
