Panharmonicon doubles the enters-the-battlefield triggers on both Eternal Witness and Cloud of Faeries, so each Ghostly Flicker cast returns itself to hand via the first Witness trigger and banks a free graveyard fetch on the second, while the doubled Cloud of Faeries triggers untap enough lands to recast the Flicker and net mana. The shell is Simic goodstuff — Kruphix, God of Horizons or Rashmi, Eternities Crafter as commander both love the redundant value each loop generates.
