Fluctuator reduces Blasted Landscape's cycling cost to zero; each cycle triggers Bone Miser for two black mana, draws a card off the land's own cycling trigger, and fires Escape Protocol to blink Eternal Witness for one — which Eternal Witness immediately refunds by returning Blasted Landscape to hand. The loop lives in Sultai cycling shells helmed by commanders like Gavi, Nest Warden or Zur, Eternal Schemer that can assemble enchantments, creatures, and a single cycling land.

Variations
Cheaper, tighter, alternate lines
Any cycling land that produces two or more mana off Bone Miser — Desert of the Glorified, Barren Moor — substitutes for Blasted Landscape, since the black land cycle is the cheapest available. The infinite ETBs are the actual kill: pair with Impact Tremors or Altar of the Brood already on the battlefield, because the loop floods the hand with cards but does no damage on its own.
