Steps

Activate Birds of Paradise by tapping it, adding .
Activate Sensei's Divining Top's second ability by tapping it, causing you to draw a card and put Sensei's Divining Top from the battlefield onto the top of your library.
Cast Sensei's Divining Top from the top of your library by paying .
Valley Floodcaller triggers, giving Birds, Otters, Frogs and Rats you control +1/+1 until end of turn and untapping them.

Cheaper, tighter, alternate lines

The combo draws everything but doesn't kill on its own — finish with Thassa's Oracle, Tidespout Tyrant, or Lab Maniac once the library empties; Valley Floodcaller's pump is incidental unless the deck runs enough Birds, Otters, Frogs, and Rats to end combat.
