In Commander, Future Sight is a legitimate engine piece — it's legal, it's on-theme for any topdeck-manipulation strategy, and the singleton format means you're never flooding on it. Legacy and Vintage have access to it, but faster, cheaper card draw makes it fringe there outside of specific combo shells that loop the top of the library. Modern can run it but rarely wants to; five mana for a do-nothing-until-next-turn enchantment competes badly against the format's tempo demands. Future Sight is essentially a Commander card that happens to have wider legality.
