In Pauper it's a legal common, but a 2/2 for two that pings once per turn cycle is too slow for that format's aggressive baseline. Modern and Pioneer have enough efficient mana creatures that Zhur-Taa Druid doesn't make typical lists, though it's technically legal in both.
