Wulfgar of Icewind Dale is a Commander card through and through — the attack-trigger doubling only becomes broken when you're building a whole deck around it, which is exactly what Commander facilitates. In Legacy and Vintage he's technically legal but competes against the most efficient threats and interaction in the game at five mana, and no one is sleeving him up there. Oathbreaker gives him a narrower home if your signature spell fuels attack triggers, but the 60-card formats where he's legal don't give him the room to operate. Commander is where Wulfgar of Icewind Dale is actually dangerous.
