Jolene, the Plunder Queen turns every attack into a treasure-generating arms race — opponents who swing at each other fill your board with mana rocks, and she converts those treasures into 4/4 Dinosaur tokens the moment anyone cashes them in. The cost is real: she does nothing in a slow or combat-averse pod, and she's fully dependent on other players choosing violence. Compare her to Goldspan Dragon, which generates value on its own schedule, and you see the gap — but in a deal-making, treasure-heavy shell alongside Vazi, Keen Negotiator, the ceiling is absurd.

Commander is the only format where Jolene, the Plunder Queen functions as intended — her design is explicitly multiplayer, rewarding combat between opponents and converting group-wide treasure generation into a personal army of Dinosaurs. In Legacy and Vintage she's technically legal but utterly unplayable; a four-mana 3/3 that depends on opponents attacking each other has no path to relevance in those formats. Oathbreaker is the one fringe case worth mentioning: treasure-based oathbreaker builds can make use of her, especially with a Treasure-generating signature spell, but the smaller pod size limits how often the attack trigger fires.
