Witchbane Orb shuts off every spell and ability that targets you — Cabal Therapy, Bribery, Peer into the Abyss, any Aura that would land on you — for four mana as a permanent effect. The cost is real: four mana and an artifact slot buys you hexproof, not threat removal, so it does nothing about board states already in motion.

Commander is where Witchbane Orb earns its slot, because three opponents mean three hands full of targeted discard, theft, and single-target burn that want to ruin your day. Legacy and Vintage are too fast and too focused on non-targeted interaction — Storm, Dredge, and Force of Will don't care that you have hexproof, and a four-mana artifact is a liability in those formats. Modern has enough targeted interaction to make the Orb's effect meaningful in principle, but the format's speed and the prevalence of non-targeting answers keep it fringe at best.
