It's the default enchantment answer in white for any deck that wants to double-dip on enters-the-battlefield triggers.

In Commander, Wispmare earns its slot in any white deck that cares about evoke triggers — Anikthea, Hand of Erebos and Aminatou, the Fateshifter shells blink it repeatedly to machine-gun enchantments off the table. In Pauper, it sees consistent play as a sideboard piece against Bogles and enchantment-heavy control, where the evoke cost makes it the most mana-efficient answer at common. Legacy and Vintage don't need it — Swords to Plowshares and Force of Will occupy the efficiency ceiling — but Wispmare is a real sideboard option in creature-light white lists that want a free-roll against Enchantress. It's illegal in Pioneer and Standard, which is the only format context where it's absent.
