Commander is where Weapons Manufacturing actually gets to do its job — the format's slower pace and larger life totals give you the turns needed to cast a meaningful X, and the density of sacrifice, token, and artifact payoffs means the spell rarely arrives without a home. In competitive Commander it's a combo piece first; in casual tables it's a board-presence spell that scales to however much mana you can generate. Constructed formats like Modern and Pioneer are legal destinations, but Weapons Manufacturing is too slow and too conditional for those formats' requirements — paying X for tokens with no ETB text or haste is simply outclassed by what those formats demand. Standard legality is worth noting for limited formats, but outside of Commander the card is purely a build-around that needs the right engine to justify the mana.
