Vow of Torment locks down a creature permanently — it can't attack you or your planeswalkers, and it picks up deathtouch to deter blocks — at the cost of handing your opponent a permanent buff. Vow of Torment is a Commander card through and through — the political dimension of redirecting a threat rather than destroying it only matters in a multiplayer game where you're managing relationships across three opponents. In Legacy and Vintage it's technically legal but has never seen play; three mana for a conditional deterrent is nowhere near the power bar in those formats. Oathbreaker is the one other format where the politics angle translates, and the same Xantcha-style shells that want it in Commander want it there too.
