Voice of Victory is legal across every major Constructed format but is doing real work in Commander, where one-sided combat buffs scale hardest with the wide boards the format encourages. In 60-card formats like Modern and Pioneer it's too slow and too dependent on already having attackers — aggro decks want cheaper, more immediate payoffs, and a 3/3 flyer for four that only matters on the attack step doesn't clear that bar. Legacy and Vintage are simply too fast for it to matter. Commander is where it belongs: the four-mana cost is acceptable at a 40-life table, the flying body is a relevant attacker, and the mass first strike on attack routinely swings combat math in ways that close out stalled boards.
