Vigilance is a one-mana aura that lets a creature attack without tapping — straightforward board impact, negligible cost. The problem is that it's a single-use enchantment on one creature, and anything with flash or a combat trick makes the aura a two-for-one waiting to happen.

In Commander, Vigilance is outclassed by any effect that grants the keyword to the whole board — Brave the Sands and Reconnaissance do far more work for a similar or lower investment. In Pauper, where card efficiency is everything, a one-mana aura that replaces itself with nothing is hard to justify outside of very narrow aggro shells. Legacy and Vintage don't want it at all — the formats move too fast for a do-nothing enchantment. Vigilance is legal nearly everywhere, but legal and playable are different things.
