Commander is where Venser, Corpse Puppet actually lives — proliferate synergies, counter-based engines, and token generators are everywhere in the format, and the one-mana investment is trivial to slot in. In Modern and Pioneer it's legal but effectively irrelevant; the powered-down tournament environments don't support the slow counter-accumulation game it wants. Legacy and Vintage have the card legal as well, but nobody's breaking into those formats on the back of a Zombie-making legendary creature.
