Commander is where Throne of Geth lives — proliferate scales with the number of permanents in play, and a four-player game with planeswalkers, infect creatures, and charge counters on the board makes each activation dramatically more impactful than in any 1v1 setting. In Legacy and Vintage it's technically legal but competes with formats that demand immediate board presence, and a tap-to-proliferate artifact simply doesn't make the cut in those environments.
