Veiled Apparition is a conditional flying blocker that upgrades into a 3/3 flier if your opponent plays an enchantment — a trigger narrow enough that you can't count on it. The upside is real in the right meta, but a 1/3 for two mana that does nothing proactive is a hard sell when stronger blue threats exist at the same cost.

Veiled Apparition is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees virtually no competitive play in any of them. In Commander, the enchantment-trigger condition is group-dependent — in pods running Zur the Enchanter or enchantress builds it fires reliably, but in creature-heavy or spellslinger tables it may never upgrade. Legacy and Vintage have no interest in a two-mana 1/3 when the card pool offers threats that don't ask permission to be relevant. Oathbreaker is the one context where a specific enchantment-heavy opposing signature spell might make this occasionally worthwhile, but even there better options exist.
