When Utvara Hellkite attacks, it creates a 6/6 flying Dragon token for each Dragon you already control — one attacker becomes a board doubler by combat damage, and it compounds exponentially from there. Eight mana is steep, but Lathliss, Dragon Queen and Ganax, Astral Hunter both give you enough Dragon density to make that trigger absurd on the turn it lands.

Commander is where Utvara Hellkite lives — Dragon tribal is one of the format's most popular archetypes, and the Hellkite's attack trigger scales directly with the board states those decks build. Eight mana is manageable when your commander is Lathliss or The Ur-Dragon and you're already curving out on Dragons turns four through seven. In Legacy, Modern, and Pioneer, Utvara Hellkite is technically legal but sees essentially no play; those formats move too fast for an eight-drop that doesn't win the game the turn it enters. Cheaper options that do most of the same work
Scourge of Valkas does similar work at five mana, dealing damage for each Dragon you control whenever a Dragon enters — it doesn't generate tokens, but the effect is immediate rather than attack-dependent, which matters when you need pressure right now. Skyline Despot is another option that creates Dragon tokens on upkeep if you're the monarch, though sustaining the monarch status is a real ask; Utvara Hellkite is simply more explosive once the board is established, which is the trade-off you're making at the higher price point.
