Commander is where Utvara Hellkite lives — Dragon tribal is one of the format's most popular archetypes, and the Hellkite's attack trigger scales directly with the board states those decks build. Eight mana is manageable when your commander is Lathliss or The Ur-Dragon and you're already curving out on Dragons turns four through seven. In Legacy, Modern, and Pioneer, Utvara Hellkite is technically legal but sees essentially no play; those formats move too fast for an eight-drop that doesn't win the game the turn it enters. Oathbreaker offers a niche home in Dragon-heavy builds, though the smaller deck size makes it harder to assemble the creature density the Hellkite rewards.

Skyline Despot is another option that creates Dragon tokens on upkeep if you're the monarch, though sustaining the monarch status is a real ask; Utvara Hellkite is simply more explosive once the board is established, which is the trade-off you're making at the higher price point.
