Utopia Vow locks down a creature and hands you a mana ability — the enchanted creature can't attack or block, but its controller can still tap it for one mana of any color. In Kinnan, Bonder Prodigy decks and anywhere else that taxes nonland mana sources, that rider is a real cost; everywhere else, it's a minor concession that barely dulls the removal.

In Commander, Utopia Vow occupies the bottom tier of enchantment-based removal — it stops a threat but leaves the opponent with a mana rock, which matters when you're trying to slow down a combo player. In Pauper, the common-legal removal pool is shallow enough that Utopia Vow sees genuine consideration in green shells that want to neutralize a fatty without spending a full removal spell.
