Unpredictable Cyclone turns every cycling activation into a free cascade effect, replacing the cycled card with a random spell of equal or greater mana value off the top of your library. Gavi, Nest Warden makes the first cycle each turn free, which means the Cyclone effectively pays for itself every turn you have a hand — this is a must-include in that deck, not a consideration.

Unpredictable Cyclone is a Commander card in practice — the cycling-matters archetype has the density and redundancy it needs to support a five-mana enchantment, and the singleton format limits the consistency problems that would plague it elsewhere. In Legacy, Modern, and Pioneer it's legal but functionally unplayable: five mana for a win-more enchantment is too slow when those formats demand threats that close games, not engines that replace spells you were already casting. Vintage has the raw speed to punish a five-mana do-nothing turn even harder. Oathbreaker is the one fringe case where a cycling-matters signature spell could make Unpredictable Cyclone interesting, but the card's home is Commander and it doesn't pretend otherwise.
