Cyclone is a symmetrical board wipe stapled to a cumulative upkeep clock — it deals damage equal to the number of cumulative upkeep counters to each creature and each player every turn, which means it ends games fast and indiscriminately. The cost is that you're spending green mana every upkeep to keep it alive, and once you stop paying, it hits you too.

Cyclone is legal in Commander, Legacy, Vintage, and Oathbreaker, but in practice it only sees fringe play in Commander. Legacy and Vintage have access to far more efficient and reliable damage engines, so Cyclone doesn't compete there. In Commander, the appeal is narrow — it's a repeating damage source that scales up turn after turn, which can close out a stalled board state, but the symmetrical damage and mandatory upkeep payment make it a liability without a dedicated life-gain or damage-redirect shell. Most green Commander decks have better options for board control.
