Unable to Scream is legal across every major format but earns its keep almost exclusively in Commander, where the 1/1 Frog downside is either irrelevant or actively weaponized. In competitive 1v1 formats like Modern and Pioneer, a three-mana sorcery-speed exile that leaves behind a blocker is simply too slow and too generous — Path to Exile and Prismatic Ending exist. Pauper is the one non-Commander home worth considering, where exile at common is scarce enough that the Frog clause becomes a palatable trade-off in the right shell.
