Ulasht, the Hate Seed is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but its real home is Commander — a six-mana legendary creature that scales off your existing board is built for the multiplayer game, not for Legacy or Modern, where it would never survive long enough to matter. In Commander, it either sits in the command zone as the engine itself or slots into the 99 of any Gruul token or +1/+1 counter deck that needs a high-ceiling enter-the-battlefield event. Oathbreaker is a plausible secondary format given the token synergies, but the 60-card competitive formats have no interest in a six-drop that needs a board state to already exist.
