In Commander, it either sits in the command zone as the engine itself or slots into the 99 of any Gruul token or +1/+1 counter deck that needs a high-ceiling enter-the-battlefield event. Oathbreaker is a plausible secondary format given the token synergies, but the 60-card competitive formats have no interest in a six-drop that needs a board state to already exist.
