Commander is the only format where Chishiro, the Shattered Blade does real work — the card is built around the long game of accumulating an enchantment or equipment package, and a 99-card singleton environment gives it the density of targets it needs. In Legacy and Vintage, where it's technically legal, a four-mana do-nothing-until-next-spell creature doesn't compete with the threats and interaction those formats demand. Oathbreaker offers a faster clock and a smaller deck, which could make the token engine relevant, but the format's low adoption ceiling limits the card's ceiling there too.
