In Commander, Twiddle earns its slot almost exclusively through combo shells — Orvar, the All-Form decks treat it as a must-include, and any Isochron Scepter build that can generate net mana from the untap effect turns it into an infinite loop. In Pauper it occasionally appears in storm and untap-land combo lists where its one-mana cost and instant speed matter more than the effect itself. Legacy and Vintage allow it but have no shortage of better options for pure storm or untap strategies, so it shows up only in highly specific builds. Outside dedicated combo contexts, Twiddle is too narrow to justify a slot.
