Total War is a Commander card through and through — its effect snowballs over multiple turns against multiple opponents, which is exactly where a four-mana enchantment with no immediate impact earns its slot. In Legacy and Vintage it's legal but effectively unplayed; those formats end too fast for a slow enchantment that doesn't affect the stack or tempo to matter. Oathbreaker offers the same multiplayer dynamic as Commander on a compressed scale, so Total War can pull similar weight there in combat-centric builds. Anywhere else, it's not legal and wouldn't be relevant if it were.
