Torch Courier is a zero-mana haste enabler that sacrifices itself to give another creature haste — the instant-speed window matters most when you've just resolved Muxus, Goblin Grandee and need the board to swing before the table answers. The cost is card disadvantage: you're trading a body to grant one attack, so it belongs only in decks where that attack ends the game or powers a must-answer engine like Goblin Recruiter into a kill line.

In Commander, Torch Courier is a niche but real card in Goblin tribal — the decks that want it are specifically looking for zero-cost haste enablers to combo off the same turn they drop their engine piece. Outside of Commander, it sees essentially no competitive play: faster formats like Legacy and Vintage have redundant haste effects or win conditions that don't require this kind of setup, and Pauper's aggro decks would rather run a haste creature than spend a slot on a one-shot enabler. Torch Courier's value is almost entirely Commander-specific, and even there it's narrow — run it in Goblin tribal or don't run it at all.
