In Commander, where card advantage has to scale across four players and multiple turns, a single ETB draw on a 1/3 body is not pulling weight — Mulldrifter costs one more mana and draws two cards while offering evoke as a fallback. In Pauper, where commons are actually squeezed for value, the Scholar sits well below the format's cantrip ceiling: Faerie Seer, Thought Scour, and Brainstorm all do more for less. Across Legacy, Modern, Pioneer, and Vintage, Tolarian Scholar simply doesn't show up — the formats are too fast and too tuned to spend three mana on a creature that replaces itself once.
