Commander is where Thrummingbird earns its slot — proliferate is at its most powerful when a single trigger touches planeswalkers, experience counters, charge counters, and creature counters simultaneously, and the 60-card formats rarely have enough going on at once to justify a 2/1 flier that doesn't attack well. In Pauper, Thrummingbird has seen fringe play in poison and counter-based shells precisely because proliferate is still efficient at common rarity, but the format's removal density makes a two-toughness creature a liability. Legacy, Modern, and Pioneer all have faster, more impactful options for counter strategies, so Thrummingbird mostly stays on the bench outside Commander.
