In Commander, Thrull Wizard fills a niche nobody else fills: hard countermagic for activated abilities at instant speed, which Stifle effects usually handle but only once. Legacy and Vintage have access to Stifle and Trickbind, which are strictly narrower in different ways but cost less mana and see vastly more play, so Thrull Wizard doesn't compete there. The formats where it's illegal — Modern, Pioneer, Standard, Pauper — are the formats where it would have had the most consistent targets anyway, which is a cruel twist. In Oathbreaker it functions identically to its Commander role: a reusable deterrent in any black shell that can keep mana up.
