Threefold Thunderhulk is legal across every major Constructed format but has found a real home only in Commander, where the combination of a large body and three artifact tokens entering simultaneously generates the kind of multi-trigger value that artifact-matters commanders demand. In competitive 60-card formats like Modern and Pioneer it's too slow and too passive — seven mana for a win condition with no built-in protection doesn't cut it when the format answers threats efficiently before that turn arrives. Standard technically supports it, but the same speed problem applies; without a dedicated artifact shell at critical mass, the card is just an expensive body.
