Thirst trades one card and one mana for two cards, which is a net-positive exchange any blue deck will take. The catch is the discard-a-card rider, so it rewards decks that want cards in the graveyard or have a glut of lands in hand — otherwise it's card-neutral, not card-positive.

In Commander, Thirst is a fine inclusion in self-mill, reanimator, or madness shells where pitching a card is a feature rather than a cost — outside those archetypes, it underperforms Divination and similar clean draw spells. In Pauper, the commons pool is tight enough that Thirst sees real consideration in blue control and graveyard lists, where the discard fuels flashback or threshold. Legacy and Vintage have access to strictly better options at the same or lower mana cost, so Thirst doesn't make those rosters.
