Legacy and Vintage permit it, but five mana sorcery-speed enchantments with narrow tribal conditions don't compete in those formats. Oathbreaker is the one non-Commander 60-card-adjacent format where it could see fringe play, strictly in a dedicated tribal shell. Everywhere else, this card doesn't exist.
