Commander is where Tenacious Tomeseeker earns its slot — graveyard synergies, aristocrats, and spellslinger decks all want cheap bodies that generate value passively, and Tomeseeker does it twice. In Standard and Pioneer it's a fringe roleplayer at best, since those formats demand more immediate impact from a two-drop. Modern and Legacy have enough redundancy that Tomeseeker rarely competes for a slot outside of niche self-mill builds.
