In the right shell — most famously Sedris, the Traitor King — that phase-out clause converts a one-shot Unearth trigger into a creature that sticks around indefinitely.

Commander is where Teferi's Veil lives; the phase-out trick is most valuable in graveyard-based reanimator shells that rely on delayed exile triggers, and the multiplayer table means you're swinging every turn and getting full value from the protection. Legacy and Vintage legality is technically true but irrelevant — the effect is too narrow and too slow for those formats' kill speeds. Oathbreaker is the one alternative where it occasionally surfaces, again in reanimator or combat-heavy builds that want to protect a recurring threat.
