Araumi of the Dead Tide is a Commander card through and through — the encore mechanic is built for multiplayer tables where three opponent-targeted attack triggers scale exponentially better than in a one-on-one game. In Legacy and Vintage, she's technically legal but competes against formats that kill her before the activation resolves and don't give her the graveyard density she needs to be worth five mana. Oathbreaker is the only other format where she has a plausible home, particularly as a signature spell target in a self-mill shell. Everywhere else, she simply doesn't exist.
