Commander is unambiguously where Sylvan Anthem belongs — the scry-and-draw trigger is irrelevant in a vacuum but explosive in creature-dense green strategies that go wide across a 100-card game. In Legacy and Vintage it's legal but practically invisible; tribal or stompy shells there have faster, more powerful options and rarely need a two-mana enchantment that doesn't win the game on its own. Modern is the one competitive 60-card format where a green creature deck could theoretically use it, but the format's pace punishes slow enchantments that don't produce immediate board impact.
