Sublime Epiphany does five things on one card — counter a spell, bounce a permanent, counter an activated or triggered ability, make a copy of a permanent, and draw a card — and in the right deck, you'll hit three or four of those modes every time you cast it. The cost is real: six mana at instant speed is asking a lot, but Hinata, Dawn-Crowned can slash that cost dramatically, and Dualcaster Mage copying it turns one modal spell into an absurd board state.

Sublime Epiphany is a Commander card — full stop. In a 40-life multiplayer game with time to set up and multiple targets to hit, the flexibility of choosing three or four relevant modes in a single cast is frequently worth the six-mana investment. In Legacy, Modern, and Pioneer it is too slow and too underpowered against the format's speed and density of threats; no competitive player in those formats is tapping out for six mana at sorcery-adjacent tempo. Oathbreaker can support it in the same way Commander does, particularly under a cost-reducing signature spell or planeswalker, but the smaller deck size and faster games make it a harder include than in EDH.
