Turnabout sees virtually all of its play in Commander, where the combination of big mana, copy effects, and long games lets it function as both a combo engine and a political tap-out. In Legacy and Vintage it's legal but ignored — four mana at sorcery-like pacing is far too slow for formats where the game ends on turn one or two. Oathbreaker gives it a narrower home in blue-red spell-doubling builds that mirror the Mizzix shell. Anywhere else, it simply isn't legal.
