Stimulus Package turns every Treasure you make into two tokens — a Treasure and a Worker — which doubles the throughput of any artifact-token engine before you've spent a single mana activating anything. The two-mana equip cost to a Worker is window dressing; the real ask is three mana to land the enchantment, after which Academy Manufactor and Jolene, the Plunder Queen both go from good to obscene.

Stimulus Package is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but its home is unambiguously Commander. Constructed formats have no shortage of faster, more consistent token or artifact payoffs, and a three-mana enchantment that requires a separate equip activation to move the equipped token is too slow and low-impact to compete at Modern or Legacy power levels. In Commander, the multiplayer board state buys it the time it needs, and the Treasure-token synergy density in the format — Jolene, the Plunder Queen, Academy Manufactor, and dozens of incidental Treasure makers — gives Stimulus Package a critical mass of enablers that simply doesn't exist in 60-card formats.
