Steward of the Harvest is a Commander card through and through — the passive trigger only compounds over a long game with multiple creature ETBs, and four mana for a 2/4 is simply too slow for Legacy or Vintage where it's technically legal. In Commander, it slots into Food-matters, token, or aristocrats builds that can exploit the continuous stream of artifacts it produces. Oathbreaker is the one competitive-ish format where it could see fringe play, but only if the planeswalker and signature spell generate enough creature traffic to make the engine hum.
