Stensia Masquerade is a Commander card through and through — the blood counter payoff and tribal scope only matter when you're running 20-plus Vampires and games go long enough for enchantments to pay off. In Modern or Pioneer it's strictly outclassed by cheaper, faster tribal payoffs, and Legacy and Vintage have no interest in a three-mana enchantment that doesn't immediately affect the board. Commander is where Stensia Masquerade earns its slot, specifically in Vampire tribal builds that are already winning through combat rather than combo.
