Competitive non-rotating formats like Legacy and Modern have tighter bars for blue spells, and Steal the Show competes against Fork effects and Twincast variants that cost less or scale better in faster games. Pioneer and Standard are the more realistic homes outside Commander, where the combination of looting and copying on one card can be legitimately hard to evaluate at instant speed. Pauper is the only format where it's not legal.
