Commander is where Specimen Collector earns its slot: token synergies, artifact payoffs, and blink loops are everywhere in the format, and the flash clause means it never forces you to tap out on your turn. In Legacy and Vintage it's legal but outclassed — the competition at three mana is steep and a single Thopter doesn't move the needle in those formats. Modern gives it the most competitive context outside Commander, where Thopter-centric shells can actually use the artifact token as a meaningful piece, though it's still a fringe consideration there.
