Soul Bleed drains one life per turn from a single creature's controller — enchant something big and threatening, and you're taxing them three life a turn cycle before combat even happens. The effect is real, but one life per upkeep on a three-mana aura with no immediate impact is too slow and too narrow to carry a slot in competitive Commander.

In Commander, Soul Bleed fits narrowest in dedicated drain-and-gain shells — Ayli, Eternal Pilgrim or Selenia, Dark Rose decks that want every incidental life loss they can squeeze out — but even there it competes with enchantments that hit all opponents or generate more than one life swing per turn. In Pauper it's legal and technically on-theme for black control, but single-target one-life-per-turn drains don't close games fast enough against the format's efficient threats. Legacy and Vintage have the same problem at a higher power ceiling: three mana for a do-nothing enchant is not a line anyone is taking. Soul Bleed is a Limited card that wandered into Constructed.
