Smell Fear is at its best in Commander, where deathtouch creatures are common, the game goes long enough for poison counters to matter, and a two-mana instant that proliferates and removes a creature is simply efficient. In Pauper it's a legitimate removal option in green-based infect or -1/-1 counter shells, where the proliferate clause adds real value beyond just the fight. Legacy and Vintage give it legal status but those formats don't want a sorcery-speed-adjacent fight spell when faster interaction exists — it sees essentially no play there. Pioneer and Standard don't apply.
