In Legacy and Vintage it's a six-mana creature competing against formats that end games on turn one or two, so it's nearly unplayable there outside of dedicated reanimator shells. Modern and Pioneer are faster than Sire of Stagnation wants, and the lack of a direct impact on the board when it enters makes it a liability in those formats. Stick to Commander, where its passive punishment scales with the number of players and the longer game gives it time to matter.
