The cost is one white mana and an instant slot that most decks would rather spend on interaction that scales.

Sheltering Prayers sees essentially no play outside Commander, where land destruction is rare enough that a dedicated answer is hard to justify in the 99. In the fringe cases where it matters — Jokulhaups loops, Armageddon mirrors, or targeted land hate from Wasteland effects in Legacy — it does exactly what it promises, but those scenarios are too narrow to build around. Legacy and Vintage have access to it, but neither format cares about protecting lands from color-based removal in any meaningful way. In Commander, the card finds its best niche in enchantress or pillow-fort shells that want cheap white instants for threshold effects, not because the land-protection clause comes up regularly.
