In Commander, Sheltered Aerie occupies the low end of the ramp spectrum — fine in budget builds or decks that specifically want enchantments on lands, outclassed by Arcane Signet and three-mana land-fetchers in most 99s. In Pauper, where the card pool is shallow and fixing is precious, it earns more serious consideration in multicolor brews that can't afford premium duals. Legacy, Modern, Pioneer, and Vintage have faster, more efficient options at every point on the curve, so Sheltered Aerie doesn't register competitively in those formats. Oathbreaker mirrors the Commander read: acceptable filler, not a priority.
