Commander is where Serra's Sanctum belongs — enchantress and Aura-based strategies run it as a functional five-of behind Sol Ring, and the 100-card singleton format gives enchantment decks enough density to make it tap for four or more mana reliably by mid-game. In Legacy it's legal but seldom seen outside dedicated Enchantress combo shells, where the mana can funnel into massive Auras or combo payoffs in a way that 60-card formats enable. Vintage legality is a footnote; no Vintage deck wants it when the format's power ceiling is Moxen and Ancestral Recall. Modern, Pioneer, and Standard are non-starters — Serra's Sanctum needs a board presence it can't build fast enough in those formats.

Hall of Heliod's Generosity and Starfield Sanctum each provide enchantment-adjacent utility without the raw mana output, so if the goal is pure ramp replacement, Sanctum Weaver is the call and everything else is a different kind of effect.
